Overview

How can a public agency using the low-bid system in awarding public works contracts be sure that the lowest bidder is dependable? How can private sector construction project owners manage the risk of contractor failure? Most public agencies and construction contractors are familiar with the process of obtaining surety bonds, but they may not be aware of the legal relationships that bonds establish. Bonds confirm the relationships among the principal (the contractor), the obligee (usually the owner) and the surety. This session will answer these questions and more. Participants will get a brief overview of bonding and insurance, see an outline for timing, and be able to identify when to use a particular type of bond. This online training session is targeted to beginning procurement professionals.

After completing this online training session, learners will be able to:
 
1. Describe the types of surety bonds.
2. Identify when to use a particular type of bond.
3. Give examples of how the surety provides the assurance that a contractor can perform.
 

Presenter Bio(s) 

Professional Certification(s) obtained: CPPO, C.P.M. Experience: Kirk Buffington, C.P.M. is the Director of Finance for the City of Fort Lauderdale, Florida – a position he has held since 2014. He brings 19 years of procurement experience to the profession – including 17 years in public procurement for Florida municipal and county governments. Kirk holds a Bachelor's Degree in Business from Florida State University and a Master's Degree in Business Administration with a major in Logistics and Materials Management from Webster University. In service to NIGP Chapters, Kirk has held membership in the Central Florida Chapter of NIGP since 1993 and in the Southeast Florida Chapter since 1995. He has served as the Southeast Florida Chapter Vice President and was the President for two years. Kirk is a Certified NIGP Instructor and served as the President of the National Institute of Governmental Purchasing, Inc. in 2008-2009. In service to the profession, Kirk has also held numerous leadership positions within the Florida Association of Public Procurement Officials (FAPPO) and as its President in 2001. He was also a member of the Local Planning Committee for the 1997 NIGP Forum in Fort Lauderdale.

Attendance for Individuals

In order to receive one contact hour, each member needs to register for the webinar individually in advance and then watch the live webinar. Your credit is tabulated by match between your login and your registration.

Attendance for Groups

There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
