Legal counsel are independently credentialed, but this guide highlights key laws, policies, or practices that supplement learning obtained in legal education programs. Many public entities have Legal Liaisons—perhaps filled by paralegals—who do not practice law but require more in-depth knowledge of legal concepts to better assess the need for and manage the relationship with in-house and outside attorneys.
