Overview

Join Disaster Recovery Services, LLC (DRS) for part 2 of a two-part webinar series as we dive deep into the ongoing procurement and contracting missteps (suspects) that lead to federal disaster grant funding ineligibility and clawbacks. During this webinar series, you’ll develop the sleuthing skills needed to help solve the mysteries presented in our NIGP Forum 2023 Session “A Federal Procurement Whodunit: Follow the Clues to Optimize Disaster Funding”.


What You'll Learn

After completing this online training session, learners will be able to:
 
1.  Distinguish the proper analysis method (cost or price) for purchases over the Simplified Acquisition Threshold under the Uniform Guidance.
2.  Apply the required federal contract clauses found in 2 CFR 200 Appendix II.
3.  Improve the entity's procurement documentation package to tell the correct 'procurement story' to reviewers and auditors.
4.  Avoid common pitfalls associated with the use of time and materials contracts when utilizing federal disaster grant funds.
5.  Ascertain the remedies applied by federal granting agencies for non-compliance with Uniform Guidance procurement and contracting requirements.
 
 

Presenter Bio(s) 

Kim and her team have recovered billions of dollars for public entities across the nation through FEMA's Public Assistance program and other federal and state funding programs, including CARES and ARPA. With funding clawbacks often tied to procurement, Kim has a keen interest in educating and supporting public procurement professionals in the area of disaster recovery as it relates to federal grant programs. Kim has also achieved the NIGP Public Procurement Supplier designation and is serving as Vice-Chair of the NIGP Business Council for 2022-23.
 
As the Director of Procurement Specialty for Disaster Recovery Services (DRS), Shelley focuses on public entity risk management assessment and procurement and contracting strategies in the facilitation of complex disaster recovery projects. Shelley spent thirteen years as the chief procurement and contracting officer for a large public entity, and continues her work in this space as a federal procurement subject matter expert for DRS. Shelley works closely with vendors, cooperative purchasing groups, and client purchasing departments to provide procurement guidance, training, and assistance, helping develop comprehensive procurement strategies to help clients PREPARE, RESPOND, and RECOVER.  Shelley is in her fourth year of service on the NIGP Business Council.

In order to receive one contact hour, each member needs to register for the webinar individually in advance and then watch the live webinar. Your credit is tabulated by match between your login and your registration.

Attendance for Groups

There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
